The International Institute for Counter-Terrorism's (ICT) 16th International Conference: World Summit on Counter-Terrorism coincides with ICT's 20th Anniversary. To highlight two decades of dedicated efforts to confront international terrorism, this year's conference in Herzilya, Israel was held under the theme “Unpuzzling Terrorism.” The conference was devoted to discussions focusing on past, present, and future counter-terrorism efforts to address the constantly shifting puzzle of terrorism.

The ICT's 16th International Conference (#ICT16) opened on the evening of September 11, 2016 at IDC Herzliya with a ceremony honoring the memory of the victims of 9/11. On September 12-13, the conference convened at the Sharon Hotel in Herzliya, where the Summit's plenary sessions are held. The topics of discussion during the plenary sessions included the evolving threat of Global Jihad; the shifting role of organizations and self-starters in terrorism; the use of social media; the terrorist threat posed to Israel and other democratic countries; and the dilemmas of counter-terrorism.

The last two days of the conference, September 14-15, explored the general theme of the conference through a series of workshop sessions, keynote addresses and a concluding simulation. 

The Workshop Sessions on September 14 and 15, 2016 addressed the current trends, dilemmas and challenges facing the international community.

Among the keynote speakers at the conference were Brigadier General Moti Almoz, an IDF spokesperson, the Honorable MK Major General (Res) Yoav Galant, Minister of Construction and Housing in Israel, the Honoroable MK Naftali Bennett, Minister of Education & Diaspora Affairs, the Honorable MK Tzipi Livni, Member of Knesset; Chairperson of the Hatnua Party and Former Minister of Foreign Affairs * Justice.

Also addressing the attendees was the Honorable Michael Chertoff, Executive Chairman & Co-Founder, The Chertoff Group and Former Secretary of the Department of Homeland Security in the USA.

Serving as master of ceremonies was Mr. Jonathan Davis, the Vice President of External Relations & head of the Raphael Recanati International School (RRIS), IDC Herzilya, Israel. 

  Professor Irwin Cotler, member of the ICT Professional Advisory Board and former Minister of Justice and Attorney General of Canada addressed the conference delegates on “Anti-Semitism and International Terrorism”

Representing Europe’s top ranking counter terrorism officials were Mr. Friedrich Grommes, the Head of the Directorate TE, International Terrorism and International Organized Crime, Federal Intelligence Service (BND) in Germany and Alistair Sutherland, the Assistant Commissioner of the City of London police. His address was entitled, “Evolving to Meet New Threats – City of London Police”

The plenary session entitled, “Global Jihad Divided: Al-Qaeda vs ‘the Islamic State” was held in the memory of Dr. Reuven Paz z’l.  Attendees had the opportunity to listen to addresses delivered by prominent members of the media as well as leader’s of the world’s most eminent think tanks. Leading off was Dr. Paul Cruickshank, the editor-in-chief, CTC Sentinel & CNN Terrorism Analyst. Also taking the rostrum was Mr. Yassin Musharbash, the Deputy Editor of Die Zeit in Germany. Others included Mr. Aaron Y Zelin, Richard Borow Fellow, The Washington Institute for Near East Policy in the US and Mr. Clint Watts, the Robert A Fox Fellow, Foreign Policy Research Institute & Senior Fellow, Center for Cyber and Homeland Security at George Washington University.

Speaking on the matter of lone wolf terrorists and whether it is a myth or reality was Professor Boaz Ganor, the founder and executive director of the ICT and the Ronald Lauder Chair for Counter-Terrorism and Dean of the Lauder School of Government, Diplomacy & strategy of IDC Herzliya.

Moderating the panel on this matter was Mr. Alon Ben David, the Senior Defense Correspondent, Channel 10 in Israel. The panel included Dr. Matthew Levitt, Professor Ariel Merari, Professor Assaf Moghadam, and Professor Fernando Reinares.
