Chaim Deutsch, a longtime community activist and liaison, is running to represent Brooklyn’s 48th district, which includes neighborhoods in Midwood, Boro Park, and Flatbush. Mr. Deutsch, who is a graduate of the NYPD Citizen’s Academy, established the Shomrim safety patrol in 1991 to combat high crime rates.
